    The Micro, Small and Medium Enterprises Development (MSMED) Act was notified in 2006 to address policy issues affecting MSMEs as well as the coverage and investment ceiling of the sector. The Act seeks to facilitate the development of these enterprises as also enhance their competitiveness. It provides the first-ever legal framework for recognition of the concept of “enterprise” which comprises both manufacturing and service entities. It defines medium enterprises for the first time and seeks to integrate the three tiers of these enterprises, namely, micro, small and medium. The primary responsibility of promotion and development of MSMEs is of the State Governments. However, the Government of India, supplements efforts of the State Governments through various initiatives. The role of the M/o MSME and its organizations is to assist the States in their efforts to encourage entrepreneurship, employment and livelihood opportunities and enhance the competitiveness of MSMEs in the changed economic scenario.

    he E-Greetings portal aims to promote a contemporary and eco-friendly method of sharing greetings by Government officials and agencies as well as citizens to colleagues and friends for National Holidays and other national occasions. The portal allows users to select and send greetings from multiple occasion-specific templates. Government Departments can also customize the greetings by adding tag-lines and messages related to their programmes and schemes. The observance of National and International days and disseminating informational messages and greetings related to such occasions will facilitate sharing and dissemination of educational and informational content to citizens. Greetings are an important way of communicating with colleagues and friends on special occasions and days of national importance. Sending a Greeting generates goodwill in the recipient. The erstwhile trend in the Government was to send paper Greeting-cards or use free internet-based E-Greetings sites.

    The journey of e-Governance initiatives in India took a broader dimension in mid 90s for wider sectoral applications with emphasis on citizen-centric services. Later on, many States/UTs started various e-Governance projects. Though these e-Governance projects were citizen-centric, they could make lesser than the desired impact. Government of India launched National e-Governance Plan (NeGP) in 2006. 31 Mission Mode Projects covering various domains were initiated. Despite the successful implementation of many e-Governance projects across the country, e-Governance as a whole has not been able to make the desired impact and fulfil all its objectives.

    DigiLocker is the national Digital Locker System launched by Govt. of India. For Residents i. Digital Locker of each resident is linked to their Aadhaar number ii. 1GB of free space in the locker to securely store resident documents and store links (URI) of Govt. department or agency issued e-documents. iii. eSign online service to digitally sign the documents online without using dongle.
